Overview: Health systems worldwide are embracing Value-Based Health Care (VBHC) principles, prioritizing patient-centered outcomes. The International Consortium for Health Outcomes Measurement (ICHOM) developed outcome measures, including Clinical Reported Outcome Measures (CROMs) and Patient Reported Outcome Measures (PROMs). However, their extensive collection poses resource challenges.
The project aimed to evaluate the feasibility of measuring ICHOM outcomes for Inflammatory Bowel Disease (IBD) using routinely collected primary and secondary care data in Wales. It focused on patients with Ulcerative Colitis (UC) receiving high-cost medicines, monitoring outcomes via PROMs. This initiative addressed the value of high-cost medicines and provided valuable patient outcome insights.
Why SAIL was valuable:
- SAIL provided unique access to secondary care health data and nearly all primary care/GP health data in Wales, offering a comprehensive patient outcome view.
- SAIL securely integrated locally held PROM results with other patient data, enabling thorough outcome evaluations.
- SAIL facilitated deriving 74.6% of ICHOM-IBD data items from routine data. These insights were shared through peer-reviewed publications and with the NHS Wales gastroenterology/IBD community, emphasizing the importance of data integration for meaningful patient outcome measurement.
